The Solution Is Simple:

 

Establish the process by which individuals with ideas can connect with students and others who have the necessary skills and willingness to collaborate.  It's about building teams around ideas without prejudging the ideas or the people.  To often those in charge think they know how to get things done.  In reality, they impede progress with their guidelines, rules and policies that are too often rooted in a racist ideology.  Innovation should be absent of ignorance and prejudice.
